and recovery stages.

and preparedness allows for successful identification of potential
risks and the measures and actions that can be taken before a
disaster event in order to reduce its impact on the community.
Response
to a disaster event must be swift and effective to combat the
disaster, assist those people affected by it and render the area
safe.
While the
effects of a disaster can be felt quite suddenly, the recovery
period can place a significant long-term strain on a community.
Initial recovery
includes satisfying community needs and restoring services to
a level where Local Government and the normal responsible agencies
can manage the continuing recovery process.
A disaster
stricken community needs assistance to regain a proper level of
functioning following a disaster.
