Training for Disaster Management Stakeholders

Disaster management training is one of the activities undertaken to maintain or enhance the Queensland disaster management arrangements.  Section 16A(c) of the Disaster Management Act 2003, provides the legislative requirement for those involved in disaster operations to be appropriately trained. Disaster management training is also identified in the key outcomes of the capability integration component of the Standard for Disaster Management in Queensland, under the Emergency Management Assurance Framework.

To support these requirements and outcomes, training for Queensland disaster management stakeholders is undertaken in accordance with the Queensland Disaster Management Training Framework.  The Framework outlines the learning pathways, incorporating core training courses and inductions relevant to the key disaster management stakeholders to support the effective performance of their role.

The main principle of the Framework is to provide a standard foundation level of knowledge and understanding for disaster management stakeholders.  This core level of training applied consistently across all agencies enables and supports interoperability.

Queensland Disaster Management Exercise Framework

The Queensland Disaster Management Exercise Framework (QDMEF) has been developed to support those involved in disaster management build the capability needed to prepare for current and future hazards. Exercise activities are a core component of capability development, supporting continuous improvement through the maintenance, development and evaluation of disaster management practices.


The QDMEF promotes a whole of government community of practice by providing a consistent approach to disaster management exercising across all levels of the Queensland Disaster Management Arrangements. By aligning methods and expectations, the QDMEF strengthens coordination, cooperation and interoperability among stakeholders, enhancing Queensland’s overall preparedness and resilience.

Exercise Engagement and Support Platform

The Exercise Engagement and Support Platform has been developed to help disaster management stakeholders share, plan, implement and evaluate their exercise programs. It provides practical guidance and resources to support consistent, high‑quality exercising across Queensland’s disaster management sector.

Access to the platform is available to current Queensland disaster management stakeholders, including representatives from local government, state government, the Australian Government and disaster management non‑government organisations.
